Sigi Regency continues to demonstrate its commitment to ensuring that the rights of persons with disabilities are respected, protected, and fulfilled through the dissemination of Regional Regulation (Perda) Number 5 of 2024 concerning the Fulfillment of the Rights of Persons with Disabilities.
This concrete step was realized through a dissemination activity held on Tuesday, February 25, 2025, at the Bolapapu Village Office, Kulawi District, Sigi Regency. This activity was attended by various stakeholders, ranging from the village government, DPRD, civil society organizations, to representatives of people with disabilities who were directly involved in discussions related to the implementation of this policy.
This activity began with participant registration, followed by an opening session highlighting the conditions of people with disabilities before the enactment of Regional Regulation No. 5 of 2024. In their remarks, the Head of Bolapapu Village, representatives from the Karsa Institute, and the Head of Kulawi Sub-district emphasized the importance of a deep understanding of this regulation so that it can be implemented effectively at the village and sub-district levels.
After the opening session, the activity continued with a discussion presenting two main speakers, namely; Hasbullah, Representative from the Sigi Regency Social Service, who explained the technical aspects and support of the local government in the implementation of this Regional Regulation. Then, Alia Idrus, Chairperson of the Regional Regulation Formation Agency (BAPEMPERDA) of the Sigi DPRD, who explained in detail the substance of the Regional Regulation and the implementation steps that can be taken by stakeholders.
This discussion not only discussed the contents of the Regional Regulation in depth, but also discussed concrete steps so that this policy is not just a written rule, but is actually implemented in the daily lives of the community, especially for people with disabilities.
One of the main objectives of this dissemination is to ensure that the policies designed by the Sigi Regency Government and the DPRD can be well understood and implemented at the village level. Furthermore, this activity aims to increase public awareness regarding respect and protection of the rights of people with disabilities, so that their needs can be accommodated in the village budget and regional development programs.
In this case, Karsa Institute with support from the ESTUNGKARA program also plays an important role in encouraging the implementation of this Regional Regulation. They actively involve the community and various related institutions in discussions and ongoing follow-ups, to ensure that people with disabilities not only get their rights administratively, but can also feel the benefits in their daily lives.
Direct participation of people with disabilities in this activity is one of the important aspects in strengthening policy implementation. Andreas, one of the participants who is a person with disabilities, expressed his hopes for the existence of this Regional Regulation.
"With the existence of Regional Regulation No. 5 of 2024, we, the disabled, are happy because our needs will be given more attention. Previously, we did not even know that there were regulations governing our rights," he said.
This statement shows that socialization and education are crucial factors in ensuring that people with disabilities truly understand their rights and benefit from established policies. With this increased awareness, it is hoped that the participation of people with disabilities in regional development will increase.
As a follow-up to this activity, stakeholders proposed the issuance of a Regent Regulation that will synergize with Regional Regulation No. 5 of 2024. This step aims to strengthen the implementation of policies with a clearer and firmer legal basis at the regional level.
In addition, the plan to establish the Indonesian Disability Association (PPDI) at the sub-district level is also an important agenda. This forum is expected to be a means for people with disabilities to voice their interests and ensure that their rights remain a priority in regional development policies.
With solid collaboration between the government, civil society organizations, and communities of people with disabilities, the implementation of Regional Regulation No. 5 of 2024 in Sigi Regency can run more effectively. This regulation is not only a legal document, but also a real guideline in realizing a more inclusive Sigi Regency for all its citizens.
