Disability data may have been recorded, but it was limited to numbers in reports. Village governments were aware of residents with certain conditions, but this information was rarely acted upon in planning or budgeting. Disability was considered a social fact, not a condition requiring policy change.<\/p>\n\n\n\n<p>In village meetings, discussions focus primarily on basic infrastructure needs: roads, concrete slabs, agricultural access, and production facilities. Considerations about accessibility, the participation of vulnerable groups, or the social barriers they face are rarely addressed. Power relations in the planning process also tend to be one-way. Meanwhile, residents\u2014especially minority groups\u2014have little opportunity to voice their needs.<\/p>\n\n\n\n<p>The ESTUNGKARA program&#039;s assistance attempts to enter this space not by directly offering physical solutions, but by opening a dialogue. The first step was participatory data collection in five villages. In Banasu Village, for example, 19 people with disabilities were identified out of a total population of approximately 300. This number served as a starting point for a conversation about who they are, what their conditions are, and what they truly need.<\/p>\n\n\n\n<p>The data was then discussed in various meetings with the village head, the Village Consultative Body (BPD), traditional institutions, and women&#039;s and children&#039;s forums. The discussions weren&#039;t always formal. Some took place in smaller gatherings, allowing for more open reflection. During this process, a simple question arose: why is the village so focused on distant development, while the immediate residents facing real challenges are never prioritized?<\/p>\n\n\n\n<p>One significant change occurred when the village government began to recognize that people with disabilities were not merely administrative numbers. They were part of the indigenous community, possessing equal rights and dignity. This awareness did not emerge overnight. It stemmed from repeated conversations, efforts to foster empathy, and capacity building on GEDSI (Gender, Disability, and Social Inclusion). The approach used was also adapted to the local context, including the use of religious references relevant to the local community.<\/p>\n\n\n\n<p>This shift in perspective began to become apparent when disability issues were included in the Village Development Planning Meeting (Musrenbangdes). In 2024, in Banasu Village, facilitators were specifically asked to present material on GEDSI (Gerakan Pendidikan dan Sosial dan Sosial) at the Village Development Planning Meeting (Musrenbangdes). The forum was attended by almost all village elements. For the first time, the needs of people with disabilities were discussed as part of development priorities, rather than as an additional issue.<\/p>\n\n\n\n<p>From this discussion, the decision emerged to allocate village funds for the procurement of assistive devices, such as wheelchairs and hearing aids. This decision marked a significant shift. Whereas previously, disability was merely an administrative issue, it was now incorporated into the budget structure. The village no longer saw a small amount as a reason for neglect, but rather as a basis for greater attention.<\/p>\n\n\n\n<p>The experience of one of the wheelchair recipients dying before the aid could be delivered served as a profound reflection for the village government. The incident demonstrated that slow policy implementation can lead to missed opportunities to fulfill residents&#039; rights. Since then, the development of the Village Work Plan (RKPDes) and subsequent Village Deliberations (Deliberations) have begun to involve people with disabilities more actively.<\/p>\n\n\n\n<p>A shift in power relations began to emerge at this point. Whereas previously, policy direction was largely determined by village heads and followed centrally-led policies, now residents\u2014including people with disabilities\u2014have the space to express their needs.<\/p>\n\n\n\n<p>Another example is Peana Village. Village regulations on inclusion were drafted to ensure the commitment has a legal basis. The women&#039;s forum, strengthened since 2023, began attending village meetings with structured notes and proposals. They were no longer merely present as supplementary participants, but as actors who argued and influenced decisions.<\/p>\n\n\n\n<p>This transformation demonstrates a shift from a compassionate approach to a rights-based one. People with disabilities are no longer positioned as objects of aid awaiting pity, but rather as subjects of planning who contribute to determining the direction of village development. In some cases, they are even involved in the development teams for village planning documents.<\/p>\n\n\n\n<p>The reconstruction of the Peana Corps Salvation Army Church in early 2026 is a concrete manifestation of this paradigm shift. The building&#039;s design took accessibility into account from the outset. Ramps allow wheelchair users and the elderly to enter independently. A dedicated space for mothers with babies was provided to ensure comfort during worship. This step not only addresses technical needs but also demonstrates that the principle of inclusion has become part of the systematic considerations. It is also gradually shifting the way the village understands development and who has the right to determine its direction.<\/p>\n\n\n\n<p>These changes at the village level then had an impact at the district level. The Sigi Regency Government finally enacted Regent Regulation Number 5 of 2024 concerning the Implementation of Respect, Protection, and Fulfillment of the Rights of Persons with Disabilities as a derivative of Law Number 8 of 2016. The process of drafting this regulation was facilitated in a participatory and phased manner, involving organizations for persons with disabilities and various Regional Apparatus Organizations starting in 2024.<\/p>\n\n\n\n<p>In the initial stages, some regional government agencies (OPDs) viewed disability issues as an administrative obligation. Attendance at meetings or regulatory discussions was not fully followed by substantive commitments. However, in the development of the Regional Action Plan (RAD), the dynamics began to change. More in-depth, data-driven discussions prompted several OPDs to declare their readiness to allocate special budgets for people with disabilities. This shift demonstrates that consistent advocacy can shift the approach from formality to more serious implementation.<\/p>\n\n\n\n<p>Participatory data collection conducted in assisted villages serves as a crucial reference for the Social Services and Civil Registration Departments (Dukcapil) to improve their information systems for vulnerable groups. With more accurate data, policies are no longer based solely on assumptions but on real-world conditions. This is part of a broader structural change: evidence-based planning and budgeting.<\/p>\n\n\n\n<p>Meanwhile, socially, indicators of change are also evident in shifts in language and acceptance. Terms referring to physical conditions are being abandoned. People with disabilities are now called by their names. This shift reflects changing social norms and interpersonal relationships. Acceptance is no longer symbolic, but is beginning to manifest itself in spaces of participation and decision-making.<\/p>\n\n\n\n<p>Over the course of three years, the changes that have occurred in Peana and Banasu demonstrate that systemic transformation doesn&#039;t always begin with grand policies. It can stem from consistent, small-scale discussions, the courage to question old habits, and the effort to create space for previously unheard voices. When people with disabilities have the opportunity to express their needs in village meetings, and when their proposals are included in official documents and budgets, power relations shift.<\/p>\n\n\n\n<p>From being overlooked and merely administratively recorded, people with disabilities have become subjects of planning and policy priorities. This shift has not only changed the program list but also transformed how villages understand development: it&#039;s no longer just about physical infrastructure, but about ensuring that every resident has equal access and space.<\/p>\n\n\n\n<p>These changes still require consistency and ongoing monitoring. However, the experience of the past three years shows that when ongoing dialogue is fostered and policies are driven to reflect the needs of the most vulnerable, the direction of development can change. The church now standing in Peana is just one landmark.
