They were heard faintly, but rarely heeded. Village meetings were more often attended by men. The village officials, all male, were accustomed to developing development plans based on outdated thinking. Everyone was assumed to have the same needs, without distinguishing between the experiences and realities of women and men.<\/p>\n\n\n\n<p>For years, this was considered normal. No one specifically questioned why there was no space for women to speak in village forums, or why village programs never targeted the needs of women, children, or vulnerable groups. This wasn&#039;t due to malicious intent, but simply because there was a lack of awareness of the importance of justice in village development.<\/p>\n\n\n\n<p>However, everything began to change when the Women&#039;s Resource Development Center (PPSW) in Jakarta, in collaboration with the Indonesian Forum for Budget Transparency (FITRA) West Java, facilitated a Gender Responsive Planning and Budgeting (PPRG) training for Belimbing Village staff. Twenty-three village staff members, all male, attended the training. During the training, participants were encouraged to view their own village through a different lens: a gender approach.<\/p>\n\n\n\n<p>For the first time, village officials were invited to reflect on several issues. Among them, why are public toilets unsafe for women? Why isn&#039;t there a flexible work program for housewives who want to participate in training? And why are women&#039;s voices never included in the Village Medium-Term Development Plan (RPJMDes)?<\/p>\n\n\n\n<p>These questions raised awareness. One participant, Robi, said, &quot;We always thought everything was fair, but in fact, there&#039;s a lot we&#039;ve missed. Women aren&#039;t just in the kitchen; they also know about the village.&quot;<\/p>\n\n\n\n<p>Since the training, the atmosphere at the Belimbing Village office has changed. New discussions have emerged about the importance of involving women in development. The village government has begun developing plans to hold a Special Women&#039;s Consultative Assembly (MKP), a special forum that would allow women to express their aspirations directly to the decision-making table.<\/p>\n\n\n\n<p>They began to consider developing plans with disaggregated data and gender analysis. Endang, the Secretary of Belimbing Village, said, &quot;We hope that in the future, every village program, from physical development to social programs, will truly address the needs of all residents, not just a select few.&quot;<\/p>\n\n\n\n<p>This change is only just beginning, but these small initial steps have paved the way for a more just and inclusive village. Once silent about women&#039;s voices, Belimbing Village is now learning to listen, understand, and involve women.
