Masewo Village Holds Public Consultation on Village Regulations

Monday, (28/08/2023) The Masewo Village Government held a Public Consultation on Village Regulations (PERDES) regarding Procedures for Management and Protection of Natural Resources. Since the Masewo Village Customary Forest was established by the Indonesian Ministry of Environment and Forestry NO: SK.10283/MENLHK-PSKL/PKTHA/PSL.1/12/2019, there has not been a single regulation issued by the Village.

So, through the ESTUNGKARA (Equality to Eliminate Injustice and Discrimination) program, KARSA collaboration with KEMITRAAN PARNERSHIP, encourages and facilitates everything from drafting Village regulations relating to the protection and management of natural resources to public consultation.

The activity, which started in the morning and ended in the afternoon, took place in the yard of the Masewo Village Head's residence, because since being designated as a Definitive Village in 2013, Masewo has not had a Village Office or meeting hall. Also present at that time was the Village Head and his apparatus, the BPD and all its members, the Traditional Institution and all its members, the Masewo Village Women's Forum, Salvation Army Church Leaders, Youth leaders and all members of the Masewo community.

The Head of Masewo Village, Semuel Bodja (54) in his speech said that the Public Consultation related to PERDES was the first to be carried out in Masewo Village and this was history for Masewo Village on how to convey regulations to the community by actively involving all Masewo residents, so that PERDES This can be known by all residents in Masewo. This PERDES will be a strategic policy in preventing current and future destruction of natural resources as well as how to manage and utilize natural resources wisely.

"We are not making it difficult for the community to manage and utilize the natural resources in Masewo, but we are trying to protect our natural resources from being damaged by ourselves or residents outside Masewo Village," said Semuel Bodja.

Meanwhile, the Chairman of the Masewo Village BPD, Yusup Warani (56) said that the existence of regulations can prevent conflict, both conflicts between Masewo village residents and conflicts with residents outside Masewo Village, so prevention efforts are needed, one of which is this PERDES.

The discussion of the PERDES, which was read out article by article, was finally approved by all participants present. This approval was marked by the signing of a minutes of agreement between the Village Government and the Village Consultative Body regarding the Determination of Masewo Village Regulations concerning Procedures for Management and Protection of Natural Resources.

Several important articles were agreed upon, including that people from outside the village are prohibited from carrying out activities or practices of utilizing natural resources in the village area, including collecting rattan; felling of trees; extracting resin tree sap; harvesting gaharu; catching fish, eels, frogs and shrimp using poison, fish bombs, and using electricity or fish stroms; animal hunting; catching birds; panning for gold or other types of precious stones; taking stones and sand without permission; and land clearing without permission.

Procedures for managing and protecting natural resources are carried out by carrying out routine supervision of village areas; maintain and prevent acts of forest destruction in the form of careless felling of trees and/or clearing of land without permission; regulate procedures for collecting rattan; maintain and prevent pollution around water sources and river flows; regulate procedures for utilizing rivers to harvest fish, shrimp, frogs, sand, stones and others; as well as regulating and preventing hunting of endemic or rare animals.

All violations committed by residents outside Masewo Village and Masewo Village residents will be given customary sanctions according to the size of the violation.
