Strengthening GEDSI Issues and DTKS Operator Training

Social protection and security programs for the poor and vulnerable groups are obligations that must be fulfilled by the state as mandated by law regarding handling the poor. Data collection and management of data on the poor is the responsibility of the district/city government. So the obligation to update the DTKS through a data verification and validation process is the district/city government which carries out government affairs in the social sector, namely the District/City Social Service which originates from the results of data collection carried out by the Village Government.

Problems that arise are often due to inactive NIK problems or differences in data due to not following the procedures in the initial data collection mechanism and not understanding the DTKS concept, resulting in inaccurate data.

Orang Rimba or Anak Dalam Tribe, Talang Mamak, female heads of families, poor elderly people, and people with disabilities are among the vulnerable groups who need to be considered for integration into the DTKS in the village so that their basic rights can be fulfilled. DTKS management is fundamental in collecting data on those who need Social Welfare Services (PPKS) which is more precisely targeted, especially to vulnerable and marginalized groups. So in this case it is important for the Village to understand the DTKS concept and its mechanisms.

The agenda for data synchronization and DTKS operator training was organized by the Social Service in collaboration with Warsi through the Estungkara Program in collaboration with the Bukit Tigapuluh Collaboration Platform (PKBT) on Tuesday-Wednesday, 11-12 April 2023.

It is hoped that this data synchronization can produce valid and single data so that it is known the number of Orang Rimba and Talang Mamak who do not yet have KK and KTP cards so that they can be followed up in fulfilling population administration to be included in the DTKS. Later this data will also be used as a reference and managed by the Social Service; Said Putri Coordinator of the PKBT program in giving an introductory speech.

This event was opened by Mr. Sindi as Assistant I to the Regent of Tebo. That the Orang Rimba Community or Anak Dalam Tribe group is a community with special conditions so we all need to pay attention. The final aim of this workshop event is a Social Protection and Security program for the SAD group.

Through collaborative work like this, it is hoped that the handling of the SAD and Talang Mamak groups will be lighter and better. because it cannot be completed only by the government. The company's role is also very important in supporting the empowerment of the SAD and Talang Mamak community groups; said Mr. Sindi in his opening speech at the DTKS Data Workshop and Operator Training event.

This event was attended by the Head of the Tebo PPPA Social Service and the Tebo Population and Civil Service Head Team, the Suo-suo Village Head and DTKS Operator, the Simarantihan Talang Mamak Head, the Sungai Abang Village Head and Village Secretary, Semambu Village Government, PT.LAJ Company Representatives, PKBT Facilitators and the WARSI Team .

After the opening of the event, there was a discussion on strengthening the issue of Gender Equity Disability and Social Inclusion (GEDSI) before discussing the Orang Rimba and Talang Mamak data. The discussion on strengthening the GEDSI issue was carried out to strengthen the GEDSI perspective for program managers from Tebo regional government agencies, the Village Government and companies who attended this event. Said Anggun Nova as a GEDSI KKI WARSI specialist who was the resource person.

"The GEDSI issue is in line with what the P2PA Tebo social service is doing, the issue of gender equality, access for disabled groups and vulnerable groups as well as the issue of the Deep Child Tribe which is also under the main function of the P2PA Tebo Social Service. We appreciate Warsi for facilitating this agenda. Regarding data synchronization and validation, this is important for program improvement, apart from being a single data integration, it is also to ensure that our citizens have active NIK numbers. "Because there are several examples of cases where something cannot be included in the DTKS or the application process for the Jamkesda program cannot be carried out because the person concerned has an inactive NIK," said Mrs. Erlynda, S.Sos. Head of the PPPA Social Service, Tebo Regency.

Mrs. Erlinda also added that this collaboration was very beneficial for vulnerable groups. In the future, this cooperation needs to be increased on issues of women, children and disabilities.

"Inactive NIK cases will later be checked in the SIAK system at the Dukcapil Service. "For us, the most important thing is that if the data is clear about how many people don't have family cards and ID cards, then we will be ready to follow up," said Pak Nopri, Head of Population at the Tebo Dukcapil Service.

As a result of the Orang Rimba and Talang Mamak Data Workshop, it was agreed that several names who do not yet have a NIK will be verified by the Dukcapil Service and then the results will be submitted to be followed up in the agenda for creating a population identity. Then the complete data will be collected by the Social Service to be validated in relation to the special data for Orang Rimba, Talang Mamak and people with disabilities in Tebo which will become the sole data and reference.

The second day was DTKS operator training for DTKS operator participants from the villages involved, including Kadus representatives from the Talang Mamak community. This agenda is an explanation regarding the DTKS concept, Data on Requirements for Social Welfare Services (PPKS) and types of social assistance recipients, including procedures and times for inputting DTKS proposals and proposals for applying for social assistance.

In this event, representatives of Talang Mamak Sikar said that recipients of social assistance often change, so it is a note to explain so that the public better understands changes in recipients of assistance. This question was immediately responded to by Mr. Riki as the Head of Social Services at the PPPA Tebo Social Service, stating that the latest assistance was still going through the post office because there were no recipient accounts. For those who already have cards and accounts, they are expected to just check when information about assistance arrives. Because if it is not taken within the quarterly period then it will be postponed, because it is deemed that they do not want to take the assistance.

After the question and answer session, the event ended with the practice of inputting data from the Next Generation Social Welfare Information System Application (SIKS-NG) carried out by DTKS operators and village representatives who were present. The hope is that after this data synchronization agenda and DTKS operator training, data from Orang Rimba, Talang Mamak, disability groups and other vulnerable groups as Citizens in Need of Social Welfare Services (PPKS) can be integrated into DTKS and get the same opportunities in submitting proposals for social assistance programs.
