Fulfillment of Population Identity Services through the ESTUNGKARA Program

Legal population identity is a fundamental right of every citizen, including indigenous peoples. Through the ESTUNGKARA program, the Betang Borneo Indonesia Foundation (YBBI) seeks to fulfill these rights by encouraging the fulfillment of legal identity services for indigenous communities in Pilang Village and Simpur Village. This initiative is aimed at increasing equitable development, especially for vulnerable indigenous groups such as people with disabilities, women and children.

In order to realize this goal, YBBI is coordinating with the Population and Civil Registration Service of Pulang Pisau Regency (Disdukcapil Pulpis). The Secretary of the Disdukcapil Service said that the population identity service that is still low is the processing of Child Identity Cards (KIA). Therefore, YBBI is supported to facilitate collective data collection on KIA services, which is also assisted by the village government through the Head of Government Affairs (Kaur) of Pilang Village and Simpur Village.

Disdukcapil Pulpis is also committed to facilitating the processing of KTPs and Family Cards (KK) for indigenous peoples who want to manage their population identity. In this case, YBBI acts as an extension through the village government, ensuring that inclusive and equitable services can be accessed by indigenous communities in the two villages.

YBBI together with the Pilang and Simpur Village Governments held data collection activities for people who wanted to take care of KIA for children, as well as making and renewing KTPs and KK. This activity was carried out at the respective village offices for Pilang Village and at the Village Art Studio for Simpur Village.

This data collection involves the active participation of the community who collect requirements and files according to the information submitted by the Village Government Head. After the files have been collected, YBBI carries out further coordination with the Disdukcapil regarding checking and verifying the files that have been collected.

During the assistance trip in Pilang Village and Simpur Village, YBBI coordinated closely with the village government regarding the fulfillment of population identity services, especially for vulnerable indigenous communities such as people with disabilities, women and children. The main aim of this effort is to ensure that vulnerable indigenous groups have easy access to receive government programs that are evenly distributed in these villages.

The collaboration between YBBI, Disdukcapil, and the village government in facilitating the fulfillment of population identity services in Pilang Village and Simpur Village is expected to provide significant results. Some of the expected results include; It is hoped that collective data collection and management of KIA can increase the number of children who have official identities, so that they can access various services and rights that are their rights.

Then, with support from Disdukcapil, indigenous communities in Pilang Village and Simpur Village can easily manage and renew their KTP and KK. Then, fulfilling legal population identity for indigenous peoples, especially vulnerable groups, will increase their social inclusion and welfare. This will also help them gain easier access to various government programs designed to improve the quality of life.

Although much progress has been made, there are still challenges that need to be overcome. One of them is the lack of public awareness regarding the importance of legal residence identity. To overcome this challenge, YBBI together with the village government continues to conduct outreach and education to the community about the importance of having an official identity.

Apart from that, technical obstacles such as file verification are also a challenge in themselves. In this case, YBBI is working with Disdukcapil to ensure that all files are verified correctly and in accordance with applicable procedures.
With the ESTUNGKARA program and support from various parties, it is hoped that the fulfillment of population identity services in Pilang Village and Simpur Village can be achieved well, so that indigenous peoples can enjoy their rights as citizens fully and equally.
